New taxes on drinking water, milk, tooth paste and toilet paper will help pay for Congress’ infrastructure projects.

Congress says they need to raise around $22 billion dollars to pay for projects they believe will improve water quality across the country. So Rep. Earl Blumenauer proposed last week the Water Protection and Reinvestment Trust fund.

Blumenauer’s proposal would set up a new fund modeled on the Highway Trust Fund, which is fueled by a gasoline tax. The water fund would similarly derive its money — or most of it — from industries and consumer products that contribute to water-related problems:

  • A 4-cent tax on the containers of water-based beverages in glass, cans, plastic that are 5 gallons or less, not including alcoholic beverages, milk or juice from concentrate.
  • A 3% wholesale tax on disposable products normally flushed or disposed of through sewer systems, such as soaps, detergents, toiletries, toilet tissue, water softeners and cooking oils.
  • A .5 percent wholesale tax on pharmaceuticals.
  • A .15 percent tax on corporate profits over $4 million a year. [Daily Green]

“Climate change mitigation” is a major motivator for Congress, and that much is mentioned in the proposal.  However, it’s not clear how the taxes would curb climate change specifically.

  5. Managing your finances can be challenging even before you think about taxes. Our best advice is to keep good records of anything that may affect your taxes on April 15. That way you will be armed with the type of information and data that’s needed to make sense of it all.

How is it possible that all elected officials invariably prove themselves to be the stoopidest people on the planet? I think Rep. Earl Blumenauer needs a swirley. Maybe then he will connect with the real world.

Mr. Blumenauer, I recall a little party in Boston in 1773 over a dispute called the Tea Act. Honestly, the TP tax? I guess everyone has a defining moment in their career. I see your’s flushing down the drain.
